The authors present spectroscopic and photometric observations of A0538-66 during an extended period of inactivity, with particularly good coverage around phase zero of cycle N = 116 (1983 January). The effects of the 16.6 day outburst cycle are no longer visible and there are no periodic flares in brightness or pronounced emission line variations. However, in contrast with previous 'off' states, the Balmer Hα line is observed in emission, and the Hβ and some Hγ absorption line profiles display weak blue-shifted emission components which suggest that some form of mass motions with related low-intensity emission activity is still occurring irregularly, with little or no phase correlation and without associated optical brightness variations.
