Simultaneous pairs of emission bands were observed on GEOS 2; one below and one above half the electron gyro-frequency. It is suggested that the lower band is a whistler mode wave of frequency omega with a longitudinal component of the E-field. Longitudinally trapped particles (traveling at the wave phase velocity) then produce backward Doppler shifted cyclotron radiation which accounts for the upper emission band.
