Modifications proposed by Radzievskii and Tomanov (1970) to Laplace's hypothesis concerning the interstellar origin of comets are discussed. The distribution of comet perihelia in 10 different interstellar regions was calculated on the basis of the modified hypothesis, and the results were compared with recent observations. It is shown that the major arguments in favor of the modified hypothesis are based on an analytical approach which is insufficiently rigorous to account for the observational data.
