A variational principle is derived for the study of the stability and oscillations of three-dimensional stellar systems. This principle is used to motivate a stellar dynamical analog of the hydrodynamical virial method. The frequencies of several modes in a uniformly rotating stellar-dynamical polytrope are calculated by the variational principle. It is found that such systems first becomes unstable via a transverse shear mode.
