A theoretical model is proposed for drift pair bursts - fine-structure emissions that occur only in the decametric band and do not appear to have analogs at other frequencies. One structure with a short scale length is that of the active region streamer, which is a neutral sheet separating regions of open field lines with opposed polarities. The structure of the streamer is discussed in detail, and it is shown that, within the context that drift pairs occur in streamers, the transverse scale length of the streamers is of order 1000 km. The initial exciter is discussed in terms of the process of a fast magnetosonic soliton propagating in a region of increasing plasma density and decreasing magnetic field.
