CFH 3.60-m telescope spectra of 35 bright quasars, covering approximately the range 3100-3950 A at 3.5 A resolution are presented. The observations revealed four certain systems at z(abs) of less than 0.23, all of which are well suitable for searching for emission from the absorbing object. Cosmological evolution of the Mg II line strength definitely occurs. Of the five systems detected in the redshift range 0.192-0.394, none show W(r)(2976) greater than 0.6 A. It is proposed that these small W values are accompanied by a surface coverage factor significantly less than unity for low-z galaxy halos. The data suggest a turn-over at W of about 0.2 A in the W distribution, consistent with earlier work. The number density at z of about 0.3 is consistent with extrapolation from higher z and with SS92 observations at low z.
