The outline design of the Surface Science Package (SSP) for the Huygens probe is described. The instrument is primarily intended to make measurements on the surface, particularly the determination of the physical and chemical composition of any Titan ocean, but several of the subsystems will also make useful atmospheric measurements to complement those of the atmospheric structure instrument and others. Independent determinations of the composition of any ocean may be inferred from measurements of its density, electrical permittivity, refractive index, thermal conductivity, and thermal diffusivity plus the measurement of the oceanic velocity of sound. Through accelerometry measurements, SSP will be able to provide some information on the general nature of the surface while time resolved measurements of the probe's inclination to the vertical will provide wave profiles of interest both in constraining ocean properties and in providing a test for empirical models developed to describe terrestrial oceans.
