The results of observations performed by a partial reflection radar at Gorky (56.1 deg N, 44.3 deg E) during the winters of 1982-1983 and 1983-1984 are presented. The following D-region parameters were measured: electron densities for fixed solar zenith angles, wind velocities, and frequency spectra of scattered signals. On the basis of simultaneous wind and frequency spectrum measurements the horizontal scale of scattering irregularities is estimated.
