The author presents a photometric and spectroscopic investigation of the starburst galaxy ESO 495-G21. The central regions of the galaxy have colours characteristic of young stars and exhibit an emission-line spectrum which can be explained as due mainly to photoionization by hot stars. An analysis of the integrated stellar spectrum indicates that a burst of star formation is taking place, or took place during the last 1×107yr, possible as a consequence of the close interaction between two dwarf galaxies. The newly formed stars make up ≡1% of the luminous mass of the galaxy inside 5arcsec. The continuum from ultraviolet to the far-infrared, can be modelled by combining this stellar population with an older one and a warm dust component. The galaxy has a non-thermal radio continuum which can be explained as due to supernova remnants.
