A phase model of a ring structure in an external field is constructed. Its stability with respect to large-scale perturbations that conserve rotational symmetry is investigated. If definite relations between the parameters of the system are satisfied, instability may arise from the second harmonic. This is similar to the instability found by Toomre for a continuous thin disk of stars. In the absence of a halo, the model is always stable and has the form of an infinite elongated configuration.
