A simple model is proposed which describes the kinetics of a dust medium
and reproduces some observed nonequilibrium processes that lead to the
formation of planetary rings, galaxies, and large-scale fold structures.
The stable formation of typical galactic structures is related to their
evolution to dissipative attractors.
