We verify the Upper Bound Conjecture (UBC) for a class of odd-dimensional
simplicial complexes that in particular includes all Eulerian simplicial
complexes with isolated singularities. The proof relies on a new invariant of
simplicial complexes -- a short simplicial h-vector.
