A self-consistent model is presented that gives a unified, fully theoretical description of pickup ion (PUI) and anomalous cosmic ray (ACR) proton transport in the near ecliptic regions of the upwind heliosphere. Unification is achieved through multiply reflected ion (MRI) acceleration theory which is used for the injection of pickup protons into the process of diffusive shock acceleration at the quasi-perpendicular, supercritical termination shock (TS). The results show that MRI accelerated pickup protons strongly mediate the TS while anomalous protons also significantly modify it. Although this lowers the cutoff speed of the MRI spectrum, a sufficient population of anomalous protons is formed at the TS to give a favorable comparison of modulated spectra upstream with observations at large heliocentric distances. .
