We propose a model of the H2O maser, based on to the presence of dust grains of various types. Since different grains have different properties, they can have different temperatures. Therefore, the dust grains of one type are cooling the gas, while grains of another type are heating it and the gas temperature takes an intermediate value. We consider a case of optically thin dust, assuming that the dust temperature is determined by the radiation from a central object, while the temperature of the gas depends on interaction with dust grains and radiative cooling by H2O molecules. We apply our model to the exceptional maser burst in Orion KL nebula and maser disk in active galactic nucleus NGC 4258.
