Observations of a region around the Coma cluster with the RATAN-600 radio telescope at a wavelength of 3.9 cm are reported. The results indicate that variations in the 3-K microwave background do not exceed (95% confidence level) a value of eight hundred-thousandths in temperature difference on scales of 5 to 150 arcmin. It is concluded that no existing hypothesis on galaxy formation from small perturbations can explain the remarkable isotropy of the 3-K background.
