Interstellar scintillations (ISS) were not found in a search encompassing a complete sample of 22 strong low-frequency variable sources. For seven of these sources, the upper limits obtained here are in conflict with models involving high-brightness emission mechanisms unless worst-case values for the Hubble constant, the deceleration parameter, and the scintillation angular scale are simultaneously invoked. By rescaling results from low-frequency VLBI observations, upper limits can be placed on any possible intergalactic broadening which might quench ISS in extragalactic sources. It is suggested that pulsar scintillations are induced primarily in the interstellar medium rather than in the pulsar envelopes, so that sufficiently compact (theta is about 0.0002 arcsec) extragalactic source components should exhibit ISS as well.
