A rigorous method for determination of membership of open clusters with stellar proper motions of different observed accuracies is developed from the principle of Sanders' method. Detailed discussion and analysis of the open cluster Mll indicate that the method is theoretically rigorous and practically feasible as well, which makes the determination of reasonable proper motion membership of open clusters available.
