We propose to observe the 4 remaining galaxy clusters from a complete sample of 35 selected from the RASS in the (Lx,z) plane. Our sample divides into two redshift bins: 18 clusters z~0.07 and 17 at z~0.3. The high-z subsample is being observed in the Sunyaev-Zel'dovich Effect with APEX-SZ (9 objects detected to date) and the proposed observations will permit to study the SZ scaling laws for the first time using a complete sample. Together, the 2 subsamples will provide the first robust estimate of the evolution of the Lx-T relation at intermediate redshift, a key information that remains uncertain after 10 years of XMM and Chandra. Ultimately, Planck will detect all 35 clusters, thus permiting an unbiased measure of the evolution of the SZE scaling laws.
