The Generalized Method of Averaging is used to develop compact expressions for the first order short-periodic variations in the equinoctial orbital elements. These expressions are very similar to the Variation-of-Parameter equations of motion and primary attention focuses on the development of a short-periodic generating function. The case of the arbitrary geopotential term is treated. Special results and recursive flows are provided for zonals, tesseral m-dailies, and tesseral short-periodics. These results are designed to provide very fast and efficient computational processes for comprehensive zonal and tesseral harmonic fields. An outline of a general treatment for lunar-solar effects is given and the short-periodics corresponding to the lunar-solar model of AIAA pre-print 75-9 are treated in more detail. The results of this paper, taken together with the first order averaged equations of motion and an accurate initialization process, provide a complete first-order semianalytical theory.
