The long-standing discrepancy of about an order of magnitude between theory and observation on the value of the cosmic-ray interplanetary diffusion mean free path is reviewed. We show that the daughter protons of solar flare neutrons (10-2000 MeV kinetic energy) can be used for testing theory. A model of proton transport in an interplanetary magnetic flux tube is constructed, with pitch angle scattering determined by quasi-linear theory. In fitting the data of the 1982 June 3 flare, a case of reconciliation of the above discrepancy is found. The calculated time-dependent neutron-decay proton flux for this flare is consistent with the observed intensity for the initial 2 hr. To fit the data at later times (6-8 hr) one needs to reduce the pitch angle scattering coefficient by a factor of 2. The consistency at early times shows that the quasi-linear theory is a good description of the local transport of cosmic rays, while the difference at later times suggests the presence of anomalous transport on a larger scale.
