A model is proposed in which a rotating magnetized neutron star with a surface temperature of no more than about 20,000 K appears as a radio pulsar only if it is immersed in neutral hydrogen (or helium). This model assumes that no charged particles are ejected from the surface layer of the neutron star and that photons escaping from the hot stellar surface produce a neutral-hydrogen ionization zone. The distance from the stellar surface to the ionization zone is estimated together with the depth of the ionization zone. A radio-emission mechanism is examined whereby electrons and protons move along curved magnetic lines of force, particle bunches form in the electron and proton fluxes, and the charged particles radiate coherently. Possible reasons are considered for the observed high velocities of pulsars and the concentration of radio pulsars near the Galactic plane.
