Rocket-borne observations of energetic electron streams and Langmuir waves are compared to theoretical descriptions of plasma emissions to comment on classical theory. Specific attention is given to the low observed intensities of the Langmuir waves and their low conversion efficiency as they become transverse electromagnetic waves. The observed values are shown to be insufficient to account for the solar type-II bursts, so attention is given to the direct excitation of electromagnetic waves by plasma instabilities. A cut-off frequency is found for two-stream instability showing that Langmuir waves propagate only along magnetic-field lines. The observational data confirm that Langmuir waves can be excited by the resonant-wave-particle interaction. The phase velocity of the Langmuir waves is similar to the average velocity of the energetic electron streams, and the intensity is approximately at the level of the ambient thermal radiation.
