A model for the pulsating X-ray source E2259+586 shows it to be a neutron star with a mass of 0.3 solar masses, a spin period of 4 ms, and a magnetic moment of about 10 to the 28th erg/G. It is suggested that the observed period of 6.98 s may be due to the free precession of a solid neutron star with an oblateness of about 0.07. Observational means of discriminating between the present model and accretion models are proposed. Problems with the precession model, such as the assumptions for the pinning parameters and internal temperature of the neutron star, are addressed.
