Based on a survey of the observed features of surges and their associated active regions, and using the theory of dynamic pinching of plasmas and the Petschek mechanism, the following sequence of events as a possible mechanism for producing surges is proposed: pulsed emergence of magnetic flux in the active region; periodic, dynamic pinching of the plasma; rapid field annihilation; and ejection of surge. This model gives a satisfactory explanation of the recurrence of surges and some other properties of surges.
