A model for synchrotron radiation by secondary-plasma relativistic electrons is proposed as an explanation of the observed flattening of radio pulsar spectra at high frequencies. The spectral luminosities observed at 43 GHz and calculated using the model can be brought into agreement if the pitch angles of the electrons are psi = 0.04-0.4 rad. The model predicts a decrease of the synchrotron luminosity with increasing period; this is tentatively confirmed by observational data for three pulsars.
