A mechanism is presented to explain the lateral variations in the relative abundance of higher albedo and lower albedo components of an optically heterogeneous, two-component regolith. Laboratory measurements are presented of two-component mixtures and lunar telescopic observations, which both illustrate a larger brightening at low phase angles than can be explained by the classical shadowing mechanism of the opposition surge. It is then demonstrated that this effect can be explained by the interference mechanism of the opppositions surge. Possible geologic explanations for the implied lateral variation in regolith optical properties on Phobos are discussed.
