The scattering index parameter variation with galactic latitude and longitude is compared with interstellar medium absorption measurements and electron density variations. Results suggest that the existence of a three-phase structure for the interstellar medium may be responsible for the scattering index parameter's random variation, which is a possible indicator of the nature of the interstellar medium.
