It is suggested that the peculiarity (i.e., the all-wave nature) of the
pulsar in the Crab nebula may be interpreted in terms of the outflow of
helium from the surface layer under the action of an ultrastrong
electric field. It is shown that this pulsar is presently in a state of
relaxation toward a state characteristic of other pulsars.
