In an attempt to account for the core emission of radio pulsars, we propose a coherent emission mechanism in which high energy positrons, streaming through the plasma in the magnetopshere of a radio pulsar, can result in an amplification of the low frequency O-mode electromagnetic wave propagating parallel to the magnetic field via wave-particle interaction. The amplification process, which is of a maser type, is direct and efficient. The observational features of core emission, such as high brightness temperature, circular polarization and narrow emission angle with respect to the magnetic axis, can be well explained by this model.
