The design, construction, and calibration of a small, portable, battery-operated, spectral hygrometer is described. The instrument is sensitive enough to use either the sun or the moon as a source; it contains no moving parts and will produce a measurement in a few seconds. Its use in conjunction with millimeter and submillimeter observations is briefly discussed.
