The KPNO International Spectroscopic Survey (KISS) is a digital objective-prism survey that detects galaxies with strong Hα emission at redshifts out to 0.095. Follow-up spectra have revealed that 2% of the KISS galaxies are really higher redshift galaxies (z = 0.29 - 0.41), selected when strong [O III] is redshifted into the survey bandpass (6400 - 7200 A). Originally classified as Seyfert 2 galaxies due to their large [O III]/Hβ ratios, recent Hobby-Eberly Telescope (HET) spectroscopy of the Hα + [N II] region in the red has shown that a large fraction of these objects are star-forming galaxies. Analysis of their spectra reveals that they are very metal poor despite having L* luminosities. These galaxies exhibit a luminosity-metallicity (L-Z) relation that has the same slope as that found for the low redshift KISS galaxies, but is offset by a factor of 10 to lower metallicity. This implies an extreme amount of chemical evolution is required if these galaxies are going to end up with metallicities similar to modern-day galaxies at z = 0. Various scenarios that might explain the extreme nature of these enigmatic objects are discussed.
