Deep B and V CCD photometry of the outer-halo, second-parameter globular cluster Palomar 14 is presented. The color-magnitude diagram shows a very narrow giant branch, a narrow and tightly delineated red horizontal branch, and a main sequence turnoff about 3.6 mag fainter than the HB. A metallicity of Fe/H = 1.6 +/-0.2 is deduced, and isochrone fitting suggests E(B-V) about 0.08 and (m-M)V = 19.35. The age of the cluster was estimated, from comparisons with fiducial sequences of other clusters and by fitting oxygen-enhanced isochrones, to be approximately 15 +/-3 Gyr. As this is similar to the ages of the classic inner-halo globular clusters, the data suggest that age may not be the most important, or only, second parameter affecting CMD morphology in the outer halo.
