The interpretation of the electromagnetic four-force is reconsidered by suggesting the assumptions that the whole space-time of the universe possesses a dilatational degree of freedom, and the behavior of electromagnetic field is influenced by the presence of dilatation. The simplest consequence of these assumptions is given by neglecting the presence of gravitation.
