Observations of the bipolar nebula NS 14 = GN 06.56.7 are presented, including CCD images through broadband and emission line filters, spectroscopy at intermediate resolution between 4800 and 9500 A, CCD polarimetry of two stars embedded in the nebula, H2CO and NH3 maps of the associated molecular cloud, and maps of the dust emission from NS 14 at 350 and 1300 microns. Four newborn stars are found within NS 14. It is shown that strong O I 8446 A line emission excited by Ly-beta fluorescence arises in an extended region near the four central stars. This implies the presence of large amounts of dense neutral matter, possible a thick equatorial torus surrounding the stars and bisecting the nebula. The results suggest that NS 14 belongs to a compact star forming region and is an especially early stage of evolution.
