Evidence relating to the energy spectrum and composition of primary cosmic radiation in the neighborhood of 10 to the 15th eV points to significantly different composition, or to a change in the nature of the nuclear interaction in this region. To clarify these issues, a detecting system incorporating both particle and Cerenkov detectors is being built to extend the response of the Buckland Park air shower array into the shower size region below 10 to the 5th particles.
