A three-parameter family of exact models of differentially rotating incompressible cylinders is constructed and used to investigate the effect of shear on both dynamical and secular instabilities. It is found that shear causes a dynamical instability which is not present for uniform rotation, for slower rotation velocities than the usual rotation-induced instability. The shear has, however, little effect on secular instability to gravitational radiation. It is also shown that discrete modes within the continuous spectrum will in general be singular.
