Spectral data are presented which confirm a supernova-remnant classification for a weak filamentary emission nebula that was found to be coincident with the radio remnant G296.1-0.7. The structures of the radio and optical remnants are described, spatially resolved optical spectra of three filaments are examined, and an average heliocentric radial velocity of -26 (+ or - 3) km/s is measured for these filaments. Line ratios and electron densities are evaluated for the filaments, the Balmer decrement in G296.1-0.7 is estimated, and a distance of 4 kpc is adopted. A diameter of 17 pc is calculated for the optical remnant. Identification of the optical nebulosity as a supernova remnant is shown to be confirmed by the good correlation between the radio source and the nebula, the ringlike structure and the spectral index of the radio source, the filamentary nature of the nebulosity, its collisionally excited spectrum, the high density of the brightest filament, and the large velocity broadening of spectral lines.
