The global dynamical instability associated with linear, nonaxisymmetric perturbations of an incompressible annulus that rotates with nonconstant angular velocity in an external gravitational field is found to be connected with the wave motion excited by the shear. The analytic technique presently employed can be used for any angular momentum distribution in incompressible annuli. Every particular continuous angular momentum distribution consistent with a specified equilibrium condition can be approximated by a continuous distribution.
