In this paper, based on a p-ω dynamo mechanism, we tried to explain the small-scale solar magnetic field in a quiet region. We derived that under certain condition, a new instability may occur, then the plasma turbulence becomes strong turbulence, and the strong thin flux tubes may be generated. These flux tubes emerge on the photosphere surface and form small-scale magnetic fields. We showed it using plane wave solution and obtained some interesting results.
