An analysis is made of the properties of a new component of artificial radiation emission (ARE) of the ionospheric plasma observed in the frequency range 100-200 kHz higher than the pump wave frequency. Reference is made to data from the Sura ionospheric-heating experiment carried out in April 1988. It is shown that the emission appears together with the development of small-scale artificial ionospheric irregularities and relaxes before 40 microseconds elapse after the switch-off of the pump wave. A model for the generation of this ARE component is examined.
