Regular Meteor-satellite observations of fluxes of energetic particles
have led to the discovery of a narrow belt of trapped relativistic
electrons with a maximum at L = 1.8-1.9. Data on the spatial structure,
dynamics, and energy spectrum of the belt from its generation on 24
March 1991 were obtained.
