The technical concept of a fully automated photoelectric meridian circle of 190 mm-diameter aperture is described. It is based on the conventional system regarding arrangement, optics, kinematics, glass circle etc., but is equipped with photoelectric measurement devices and autocollimation devices within micrometers, circle reading, drive system, etc. Hydraulic bearings, axis collimators and a zenith mirror are introduced for higher performance. The system includes autochecking for all types of instrumental errors. The expected mean error for one passage of a star is 0.05 arcsec. The expected limit of magnitude is 11 mag.
