A new associated pumping mechanism for masers in regions of star formation is presented, giving a unified interpretation for both H2O and OH interstellar masers. A very wide range of photons contributes to this mechanism, thus sufficient numbers of photons are available. A reasonable mechanism for the regeneration of interstellar H2O and OH molecules is presented. Therefore this model overcomes several drawbacks of former radiative mechanisms. It is both simple and compatible with astronomical conditions.
