The masers in the regions of star formation are related to the early evolution of stars. This is why an understanding of the excitation mechanism is of central importance for the discovery of the physical characteristics of star formation regions. The masers related to the early evolution of stars are mainly both H2O masers and OH masers. However, the excitation mechanism is not yet well understood. We note that the remarkable feature of star-formation regions is strong VUV radiation. Therefore, it is reasonable to pursue the excitation mechanism of the corresponding masers through the interaction between VUV photons and interstellar molecules. Thus we propose another excitation mechanism for the masers of star formation regions: The H2O masers and OH masers are interpreted uniformly based on the excitation and dissociation of H2O molecules by VUV photons.
