It is difficult to derive the true spatial and luminosity distributions of radio pulsars in the Galaxy from current observations due to (1) the low statistical significance of the distributions derived from the present list of 328 pulsars; (2) the difficulty in establishing a sample of observed radio pulsars complete in a given range of galactic coordinates and radio flux; and (3) inherent errors in determination of pulsar distances from the dispersion measurement. Results of several Monte-Carlo simulations of the pulsar observations are presented, showing that the best fit is obtained with a small number of pulsars (about 3,600) with a rather flat galactocentric distribution and a high average luminosity. It is also found that Arnaud and Rothenflug (1980) give distributions which are not consistent with the observed ones; Taylor and Manchester (1977), on the other hand, are in agreement with the observed pulsar catalogue, provided this catalogue is incomplete near the galactic center, even at relatively large values of the radio flux.
