A new program is being considered by the U.S. National Aeronautics and Space Administration to investigate the galactic origin and the acceleration limit of cosmic rays by supernova remnants. This program would provide a direct test of the proposal that the bulk of galactic cosmic rays are accelerated by the blast waves of supernovae, through the same shock acceleration processes that operate in the heliosphere. NASA's new long duration balloon capability will be used to carry out a series of flights, using proven detector technology, to measure the composition of cosmic rays from 1013 to 1015 eV, beyond the maximum energy to which supernova remnants should be capable of accelerating cosmic ray protons. In addition to providing a test of the standard model for cosmic ray origin and acceleration, this study would achieve and important overlap with ground-based air-shower measurements from 1014 to 1016 eV, allowing the air shower studies to extend the composition beyond the so-called ``knee'' in the cosmic ray spectrum.
