A simulation study of a segmented detector is described. The detector is a tracking calorimeter capable of low energy neutrino measurements. The design is a highly efficient system with a mass of 200 tons. The detector could use the neutrino beam from the SNS at Oak Ridge. Simulation studies for pion decay-at-rest, pion decay-in-flight neutrino oscillations, neutrino proton scattering and neutrino-nucleus scattering will be discussed.
