The non-diagonal extinction matrix and the phase matrix for non-uniformly oriented, small, non-spherical scatterers are derived. By using the Mueller matrix of radiative transfer, complete polarimetric backscattering from a layer of random non-spherical scatterers, polarization degree, and the phase difference between co-polarized, vv and hh waves are numerically calculated. The functional dependence of complete polarimetric scattering on some related parameters is discussed.
