A model of the solar wind turbulence is developed using the experimental data of radio occultation experiments carried out with both coherent spacecraft signals and natural radio sources. It is shown that the electron density fluctuation spectrum is a power law with the definite spectral index for each radial distance from the Sun. Another specific feature of this model is a monotonic increase of the spectral index, and both inner and outer scales of turbulence with radial distance. The proposed model is consistent with all measurements obtained with the radio occultation experiments.
