An attempt is made to interpret certain peculiarities of the local spiral structure and the global distribution of H II regions in the Galaxy by supposing that trailing- and leading-arm systems of differing strength and development coexist. The concurrent presence of oppositely directed arms and interarm links in the 5-15 kpc annular zone is analyzed in terms of various galactic models.
